I thought the same thing, barely coherent. A bit of deodorant, a drink and some mints might have got them over the line but I suspect their behaviour might have been an issue also and the restaurateur is just using the odour as an excuse.

Poorly handled by the restaurant, i would have told them to leave the weed in their car and come back. Unless they were smoking inside , but if it was just the case of a pungent bag then just take it outside and come back.

Dumbasses dont know shit about hospitality, my restaurant had a 4.9 Google rating with 2.5k reviews 110% fukn srs.
