Why don't 9/11 truthers just say that the CIA got al Qaeda to do it?

I don't believe that happened. But at least that way at least wouldn't contradict the evidence and involve insane theories about explosives/thermite somehow being planted in the WTC, plane crashes being faked in broad daylight, phone calls from passengers being faked, ect.
