My chiropractor has a really nice one that I can use every time I go in. Definitely noticing a difference. That along with shoulder workouts should help.

Neck briges, prone and supine. Order Iron Neck. You should increase it by an inch in a couple months or less.

I really think you're going to do more damage than good trying to get a thicker neck, If like me you have a slim neck I don't think very much progress can be made here.
It's down to genes, I'm built like my dad with a pencil neck and after 20 years of working out I've built decent everywhere apart from the neck!
It doesn't actually bother me now, I think a thick neck actually looks a bit ugly anyway!

Built my neck by bloatmaxxing/deadlifts (think it's like 16" and I'm 170/5'8"/15% rn), but if that's not working for you, you can try some direct neck work:

If you have a gym buddy have him put his elbows in front of your chest, grab your head and curl it down, while you pull upward. Than have him slowly lower the pressure while you push upwards.
Do a couple of super slow reps.
Similar to a neck harness, but feels less unnatural since the pressure moves with you.
