You're right, although I was genuinely curious because I thought it was harmless.

You see, there was a post recently where another member from Germany called for Merkel to be dragged onto the streets and beaten (srs), which is clearly against the rules and could be classified as hate speech. He was neither mod-negged nor banned, and he repeatedly makes racist posts. So when I got this neg I was like wtf did I do, just surprised and confused that's all.

Now I understand that mod negs have nothing to do with breaking rules. Got it.
