This is not going to go away next month this will last another 2-3 years.

The reason they are opening up now is so the number of cases rises again and they can say "well we tried opening up but you see how that turned out, so here is another 2 years of this chit" and people won't be able to complain. It's not like they will keep everything open no matter what.
