From the NICS website:

"The NICS is customarily available by phone 17 hours a day, seven days a week, including holidays (except for Christmas). Calls may be monitored and recorded for any authorized purpose. The NICS E-Check is available 24/7."

To edit:

Every background check I've witnessed or been a part of in the last 5yrs or more has been done online

This pertains to the FBI's time frame to provide an answer of either to proceed, deny, or delay for each check requested
If delayed, the FFL must wait 3 business days before proceeding with the transfer for the FBI to further research

However, they will be available to run the background 24/7 online

Just imagine the number of sales that Bass Pro, Cabelas, pawn shops do every weekend

I have no idea if there is any truth to it but I've heard that common names will illicit a delay answer often

So like if you are John Williams expect a delay

Ive never had an issue with any check and have a ton of traffic tickets
My brother however receives a delay answer more often than not but neither of us have very common names
No idea why tho
