I actually believe Arnold. He is 6'1 and 22 inches sounds realistic. The Rock is about 20-21 at 6'5, but Arnold looks slightly bigger

Serge Nubret is bigger than arnold (same height) and didn’t fraud 22 inch arms

My arms have been over 17 inches and I'm a 5'11 natty nobody who barely even lifts.

There's no way Arnold's arms were <20 inches

I mean Arnold unlike his terminator character is a human being not a robot. The question iswhen those arms were measured
- if his arms were 19 in contest shape, they would be bigger off season
- if his arms were 19 early in his American years, he would have still added a lot of mass

Sergio Oliva's arms were bigger than Arnolds though, while Arnold was bigger at everything else

very well said. I think 22 inches if off season with much higher body fat
