question about car title

So I bought a car to flip(one time thing)and I have the title but its open. However the seller has already signed the release of liability form(with my info) and sent it in.

My question is, when I sell the car can I just put the new owners name on the title? Will I run into any issues?

In for answers too but I'm not sure it's legal without a dealer's license. I thought legally you would have to transfer the title to your name then the person you sell it to.

You only need a dealer license if you sell more than a certain number of cars per year.
