Why Can't YouTube Launch their own TikTok?

YouTube has all the infastructure and technology to broadcast TikTok like videos. Why didn't they jump on this and replace their failed Social Media experiment? I was thinking they could have launched something the moment TikTok Spyware rumors were surfacing.

Are they afraid it would cannibalize their product?
Do they think its just a fad?

Should Microsoft buy TikTok's US operations if Youtube can just swing in and steal the day?

Aren't most tiktoks shorter than the ads YouTube makes you watch before playing their videos?

There's other ways to build revenue through advertising.
I haven't seen what TikTok does for ads, but why not copy them?
Just put a BannerAd at the top or something.
