What's the more likely motivating factor behind not disclosing the body cam footage

Since it's pretty clear that if the whole event had been aired in it's entirety, the massive protests likely would of never happened. Which of these 2 reasons do you think is chief in suppressing it's release until now?

of course both is the likely answer but which one do you think was more pressing in the medias narrative
