Philippine President Says He Will Be the First to Try Russia's Covid19 Vaccine
Philippine President Rodrigo Duterte has lauded Russia’s efforts to develop a coronavirus vaccine and is willing to personally participate in trials, as he welcomed a supply offer from Moscow that he expects will be free of charge.
Philippine President Rodrigo Duterte has accepted Russia’s offer of its coronavirus vaccine, volunteering to take the first shot as a gesture of trust and gratitude.
“When the vaccine arrives, I will have myself injected in public. Experiment on me first, that’s fine with me,” he said in a briefing Monday night. Duterte -- who has called President Vladimir Putin as his “idol” and who’s seeking to boost ties with Russia -- added that Manila can assist Moscow in clinical trials and local production.

This is a desperation move, the Philippines are in rough shape from the lockdowns.
I visited there in January, and met a few girls from Tinder(and exchanged numbers with others who I never ended up meeting). In the last week, I've had multiple girls send messages on Whatsapp begging me to send them money for food. Saying they would do anything.
A country like the Philippines is not equipped at all for something like this, and you can tell they've already passed the breaking point.

There is no need for a vaccine for the vast majority of people.
If given the choice to get vaccinated for a disease that I have 99.99% chance of surviving I'd not bother and that's before you factor in that this is a rushed job.
