Rotten tomatoes is a combination of stupid metrics to base a score off of.

As long as a critic gives a movie/show above 50% in grade, it counts towards a fresh rating. So if a show gets 100/100 critics agreeing that something is "not chit" it'll get a 51% score in reality, but will show as 100% fresh on RT.

Combine that with the fact 85%+ of the reviewers are idiots and you get lots of useless ratings
