I'm a teacher.
Every teacher has a handful or less of kids who give them trouble, but a class acting like that is a problem with administration and a teacher who has ineffective classroom management.

How can you make the statement that a good teacher with a good administration wouldn’t have this problem, but also say it would be too arrogant to suggest how curb the problem? If it would be arrogant to suggest a solution because of your inexperience of that type of classroom, then how can you comment on the problem?

I'm a special education teacher. I work in the classroom with gen ed teachers on occasion, but 90% of my classroom time is spent working with a handful of kids at a time (in my own classroom). So while I can tell you my observations about effective gen ed teachers and administrators based on what I've seen, I can't tell you exactly what I would do in their case because we have different jobs. And your question was very specific, asking what I would personally do. Since I don't have the exact same job as a teacher like that, it would be presumptuous to tell you what I would do. So I told you what I've personally seen that is effective.
It's no different from a doctor giving you insight about a hospital situation regarding nurses, but not telling you exactly what he would do in that situation because he's not a nurse.
