I like to think it's god's punishment for chit like california's brand of neo-liberalism and p3dowood, but its more to do with california being the most tree covered state of the continental US, dry ass summers, lots of dead/dry trees covering LOTS of acres and then there is human causation to consider

I'm guessing it is in part the smite of poor conservation work, not clearing out dried and downed trees.

I vaguely recall watching a documentary (like 15 years ago) about the first Forest Rangers (in CA i believe. This would have been in late 1800s EARLY 1900s i believe) who acted like Forest Rangers/Fire fighters and their job was to clear up areas that were prone to forest fires by getting rid of the leaves and dry brush that would easily catch fire. They did such a good job that the annual wild fire counts went down to like....zero. But it ended up having a detrimental effect on the ecosystem somehow (dont recall exactly what it was though) so they axed the program after 50 or so years and here we are now...
