He has no intention of actually passing the bill dumbass. Dems will never pass anything that he writes at this point, even if it serves their agenda.

He can write as big a ****in number he wants on that cheque because he knows it's not gonna get cashed. Then later he can go "well I tried to help black people but Dems didn't let me".
