In both cases, lack of sleep or hangover, I just feel weak as chit the whole next day. Last year I had a couple months of very persistent and bad insomnia, and it REALLY interrupted my training - which just made me feel worse and reinforced the same anxiety that was keeping me up.
Nasty self-feeding cycle.
