What does it mean if someone never blinks?

I knew this guy and something about him really creeped me out. Made me really uncomfortable to be around him or talk to him. Then one time I was talking to him and realized this muther fuker never blinks. I talked to him for a while and it took like 3 minutes before I saw him blink. Wtf? It wasnt the not blinking that creeped me out but it was like a gut feeling I had until I noticed the not blinking thing. Is there a medical or mental disorder that causes people to not blink?
