Why does our election software have employees and offices in foreign countries?

Can anyone answer this honestly?

Because our politicians are owned by foreign entities. Pretty straightforward.

Three possibilities.

1) If you know about it, it's because it benefits them for you to know. If this is the case, it's likely that they made you aware in order to manipulate your anger in order to misdirect you.
2) There is a possibility it was always like this.
3) Or, the election wasn't fixed.
