Yes it does, but not directly. And the effect size isnt huge.
Mostly to do with pulling down arousal which is required for hard training.
Nutrient distribution is marginally worse
General recovery for a smoker is worse than a non smoker
Smoking wont be the difference between being jacked vs looking like **** but it will make a small bit of difference in the long term

As someone who has smoked cigs for years while lifting, and not smoked at all for years while lifting, the difference is night and day.
