If they were going to test a nuke out on a country, my guess it would be

Australia. Huge body of land surrounded by water and is somewhat "out of the way". Not a huge population, not a military superpower. Currently at odds with China who are in striking distance. etc.

If they were gonna test a nuke, my guess is it would be on a town full of miscers. Not only would the general public not care, but we’re all FA detritus so friends and family won’t go asking any nosy questions .
