What is a 'signature match audit?' Former Sec. of State says 'an exercise with no remedy'

MACON, Ga. -- Monday, December 14th, Georgia Secretary of State Brad Raffensperger announced there would be a "signature match audit" of absentee ballot envelopes in Cobb County, but what does this mean?

This won't be a signature match to a particular ballot, rather it is a matching of signatures already on file at a Board of Elections to the signature on an absentee envelope. Not all envelopes will be reviewed, only a "statistically significant subset of the signed absentee ballot envelopes," according to the Secretary of State's office.

Former Secretary of State Cathy Cox says there is no process under Georgia law for a "signature match audit."

"You could say it is questionable as to why this is being done and what is being done," says Cox.

Cox tells WGXA the first audit done after the election is a mandated process that is required with the new voting equipment.

The recount is also mandated by Georgia law because the votes were within the percentage for President Trump to ask for a recount. '

She says this 'signature match audit' is not required in any way.

Although there is no process for a 'signature match audit,' signature matching is already a part of the absentee ballot process.

Cox explains the process:

-When an absentee ballot is requested, the signature on the request is matched with the signature at the point of registration.

-The ballot is sent to the person. Once they have filled out their ballot, they put it in two envelops.

-The first is a secrecy envelope that has nothing on it. The second envelope is signed by the voter.

-When the ballot arrives back at the Board of Elections, it matched with the signature on file. It is mandated that three people at the Board of Elections verify the signature on the outside envelope matches the signature on file if the ballot is in question.

-If there is something wrong with the envelope's signature, the voter is given the chance to come and 'cure' the ballot.

-Through this process a signature in question is matched to a voter a total of four times before being counted or asked for a curing in Georgia.

"The Secretary of State worked with the GBI to provide more training to counties this year, so the counties would be better in the signature matching process."

A 'signature match audit' would have the same envelopes, with no ballots inside, be looked at again.

Cox says the reason a ballot cannot be linked back to a person is because every Georgian has a right to a secret ballot.

"The Georgia constitution does not have a lot of things in it about voting, but it does have a very distinct sentence in it that you don't find in all state constitutions, which is 'there shall be a secret ballot in Georgia.' So it is a sacred right in Georgia."

Which begs the question, what is the end goal?

Cox tells WGXA this audit has no chance of changing the outcome of the election for a couple of reasons.

First, as previously explained, there is no way to put a ballot back with an envelope, because the ballot has no identification on it.

Even if something was wrong with a signature, the amount of votes each candidate received wouldn't change because there would be no way of finding the ballot the person casted to know who the voted for.

Another reason the audit wouldn't change the election is because they have been certified with no official contest.

Each candidate has the ability to contest certified election results in a court of law, but the time has passed for a contest to be submitted.
