Neighbour on my street never walks dog

Literally just stays in the backyard 24/7. Makes me furious srs. Why even get a dog if you're never gonna do anything with it? 99% sure the scumbag only bought the dog to show off on social media or attention from others. These are the types of people that I honestly hate the most.
