looks like one of those diffusers for glass blowing or jewelry making torches but those are gas, that copper tube looks like some kind of braze-in test joint but why would you need 120VAC for HVAC unless this is something that predates all the 12VDC stuff and the cord has been replaced

sheathing on the cables going into the black box look like the sheathing on thermocouples n chit so i have to assume this gets hot

i dunno this is out of my pay grade, some kind of HVAC specialty tool

Its an oxalic acid vaporizer.
You put wood bleach in it and its a honeybee thing. Kills bee ticks called varroa mites in the hive.
