Aware on something about worker visa stuff [srs]

Might be a dumb Q.

Something I do not understand about immigration based on bringing a skill.

Let's say country X needs more workers for a high skill job.

A company in X has a number of jobs that fit that criteria that it needs to fill. It separates them in categories A for local workers and B for immigrants.

AFAIK, they need to allocate B only if a local can't take the job, right?

But in my experience, for A there are more candidates than jobs. Wouldn't it make sense to exhaust local options? They kinda don't follow that or what?

Pretty difficult one to summarize as there are so many factors. I think something you're missing is that highly skilled / employable people are usually already employed. So even if there is a shortage, and they still get lots of applications, it doesn't mean that everyone who applies is qualified. In this case, they take who they want, then search immigrants for the gap. My best guess.
