They should make a weighted helmet for neck workouts

I've seen helmets that can hold weights on top but I'm talking about an actual weighted helmet. It should surround most of the head and be a tight fit so the helmet doesn't slip off.

Nah, I'm talking about an actual weighted helmet. Where the helmet itself is weighted. That way you can just do Stevie Wonders and get a great neck workout.
