Intentional Hit & Run in my Neighborhood

So I’m taking the dog out to piss around 1pm and I hear a loud ass thud from a block or so away, and then a lady screaming bloody murder. My dog gets spooked and wants to go back inside, I wanted to go check it out but figured it was some homeless person having an episode per usual in pdx. Do some googles an hour later and find this. Crazy. Some lady who said she was on the scene saw the Honda Element run over someone, take a u-turn and ran them over again. Caught the dude a few blocks from the scene.
