1) If you ever see him, give him this from me. -> this is normal.
A: "You know John? Amazing! He is an old friend of mine. If you ever see him, give him my best wishes. -> if you see him at any time.
B: OK.

2) If ever you see him, give him this from me. -> this is emphatic - it is almost a threat.
A: I know you. You work for John. John killed my brother. If ever you see him, give him this from me. [pulls a gun and shoots B in the leg.] If ever you see him, = if you ever, at any time during your whole life, see John...
B: "Aaaah!
