2001 was 20 years ago. Things have become a lot more sophisticated since then.
The Unabomber was doing basically that same thing, and he only was arrested because his own family turned him in based on the manifesto sounding like him.
The biggest element of smartphones becoming widespread is that it will make unsolved murder a thing of the past. They can always figure out who murdered someone based on location.

They know where it came from they just decided to blame an innocent guy for it. The type of anthrax used in those letters could of only come from two possible labs in the entire country, both ran by the military.
