Most deep tread tires will have lots of road noise. Inevitable trade-off with design parameters. My Boggers sounded like a semi going down the road on 38s.
The quietest decent off road/street tires I've personally used were Duelers and Dick Cepeks

Stock tires on my 2020 Pro are 265/70R17, no way 33’s would fit without a 2” lift even on a Pro.
The Nitto Terra Grapplers on my Pro are great tires. Super impressed for stock. Quiet, smooth, and still have done awesome on snow / ice / trails.
I have Cooper AT3 XLT’s on my Tundra. Best tires I’ve ever owned. Quiet and smooth as P rated all seasons, but beefy tread design does great in all conditions. Impressive tread life as well.
BFG AT KO2’s on my work Tahoe. Loud, rough riding, hard to balance, but good traction and tread life. Would never put them on my personal vehicles.
If I had to get new tires tomorrow, tough to not get another set of XLT’s, but the new Toyo Open Country AT3’s look fantastic too. A little louder than the Coopers, but are 3 peak winter rated and a little more off-road oriented.
