If you do pushups, a "punch" at the top of the position is what will target it.

I forget what they’re called but the standing side crunch while holding a 45 plate in one hand works wonders and targets the Serratus directly
No man has the right to be an amateur in the matter of physical training. It is a shame for a man to grow old without seeing the beauty and strength of which his body is capable.

lat focused dumbbell and cable pullovers keeping the core tight or back rounded
anything side loaded is going to work obliques and not beneficial to keeping a small waist.
honestly though building a serratus wont make you have a good looking serratus, mostly its just genetics and being shredded, only people I would advise to actually target serratus speciffically are fighters who want more contractile and dense muscle to protect their ribcage

No twisting movements. No side loaded movements. Etc. Unless someone has a sub 30" waistline they should probably avoid training the obliques at all cost.
