OP, you're a victim of your confirmation-bias.

Then again, you could argue I am too, I suppose.

Anyway, if you talk to the LEOs, you find that the reason for the decline in "police killings" is cops have all but given up. They're completely scared of fukking up so they opt to do nothing.
Less police killings at the expense of more criminals running free is not a positive, OP. Especially when half the killings were demonstrably legitimate in the first place.
