It's pretty radical actually.
The legislation, described as expansive,[4] would:

- Grant power to the Justice Department's Civil Rights Division to issue subpoenas to police departments as part of "pattern or practice" investigations into whether there has been a "pattern and practice" of bias or misconduct by the department[7]

- Require federal uniformed police officers to have body-worn cameras[8][4]

- Require state and local law enforcement agencies that receive federal funding to "ensure" the use of body-worn and dashboard cameras.[4]
- Restrict the transfer of military equipment to police[8] (see 1033 program, militarization of police)
- Require state and local law enforcement agencies that receive federal funding to adopt anti-discrimination policies and training programs, including those targeted at fighting racial profiling[4]
- Prohibit federal police officers from using chokeholds or other carotid holds (which led to the deaths of George Floyd and Eric Garner), and require state and local law enforcement agencies that receive federal funding to adopt the same prohibition[4]
- Prohibit the issuance of no-knock warrants (warrants that allow police to conduct a raid without knocking or announcing themselves) in federal drug investigations, and provide incentives to the states to enact a similar prohibition.[4]
- Change the threshold for the permissible use of force by federal law enforcement officers from "reasonableness" to only when "necessary to prevent death or serious bodily injury."[4]
- Mandate that federal officers use deadly force only as a last resort and that de-escalation be attempted, and condition federal funding to state and local law enforcement agencies on the adoption of the same policy.[4]
As you can see, some of it is definitely good (body cams on police for example), but JFL @ banning chokeholds. WTF are you supposed to restrain someone who is resisting with then? Also JFL @ the point about anti-racism training. Wokeness has arrived in the police force. Also prohibits no-knock warrents. how much does the average state or local police department rely on federal funding? would assume most of it comes via the state or county.

That's probably true in small towns and other jurisdictions where the local government can afford to pay for a sufficiently large police force, but all the major cities in the country are that federal gibs time because they are broke af and that's where all these incidents happen anyway.

I did a bit of Googling and it seems the answer is that it's about 70/30 on average (with 30% being the federal government). That sounds reasonable to me.

Maybe an actual misc cop can help us out here though.

I just don’t understand the black community the criminals disproportionately murder, rob, rape etc. them. Are they happy to pretty much be left at the mercy of criminals?

I can understand white liberals because legislation like this doesn’t affect them in their white neighborhoods.

agreed with this, if anything this will exonerate police officers who are justified in the use of their gun so it helps them out too. Not much you can say if the video evidence is right there in front of you although I'm sure some people may protest/riot. Would have been convenient if there was a cam in the case of Breonna Taylor.


Banning chokeholds I think is dumb, how many criminals die to chokeholds or incur permanent damage? It's easier to subdue a person this way and can quickly end an ugly situation. Not sure how anti-racism training helps anything. Racists gonna racist no matter what. Is an actual racist on the police force gonna do an anti-racist programme and be like "oh racism is wrong?". I assume some of that may be some implicit association test which are pretty much garbage because of low reliability. The brain is wired to make assumptions, certain associations in split seconds etc based on past experiences subconsciously. If the vast majority of crimes are committed by a certain group, maybe you're several milliseconds faster to a certain action versus if it was another group.

It can be a fault in some instances but it's also a survival mechanism, the whole "if it looks, swims and quacks like a duck it's probably a duck".

anti-racism training is just box ticking to demonstrate to the sheep that they take racism seriously.

i had to do a mandatory 2 hour session on it at work,completely pointless. but now my company can say all employees have been through anti-racism training.
