They redenominated their currency in 2016. Based on the fact that that bill is printed in 2000, I think that means it's a BYR-denominated bill, not a BYN-denominated bill.

I think it's basically worthless because the BYN-denomination was released at a value of 1:10,000 BYR.

Yeah it's quite an oddity I agree. Counterfitting is a huge deal is Russia though so if your bills aren't in mint condition most places won't take them.
