Good luck with a kid that can balance but doesn’t have the leg stamina / strength to ride up any hills. I see older kids pushing bikes on hills my kids could climb at 3.

You know what’s more ingenious? Take your kids on bike rides to the park while they are still on training wheels to build the pedal skill - side benefit - your kids will be chill asf when you get home. When they get comfortable, Then ride to a further park. When they can ride that with ease - Then unscrewing the pedals & training wheels on the bike, and let them ‘balance bike’ down a hill for 30 minutes. Then putting the pedals back on - congrats! your kid can ride a bike. Take them for a ride to the park, then to get candy / ice cream, to school, out to lunch... It’s fun! The sooner you do it, the longer you get to enjoy it!
