You dont need to be that strong for that move as it looked choreographed. All he had to do was put his legs out, but he tucked them in, why? Also why did he help boost himself?

If I had to guess the wrestlers in the video don't appear to be more than ~180 pounds. So that doesn't require a huge amount of strength. As was mentioned above it's a lot different when Karelin is slamming guys who weight 300+ and actively resisting.

This is not that hard to do... Wrestled for 6 years. At the 200lb+? Probably a bit tougher, but definitely still doable. Below that not hard at all. Most of that is just knowing how to use your body. See how he pushes his knees forward, leans all his body weight back and starts to almost stand up? Just pure form/technique.
Technically the throw itself wouldn't be illegal... but if you intentionally drop the person on head/neck like in that situation, you could get flagged for potentially dangerous.

“Steroids is now just a word that the lazy and ignorant use to describe any guy that has more muscle and dedication than them”– Mike O'Hearn
"I am like getting the feeling of cumming in the gym; I'm getting the feeling of cumming at home; I'm getting the feeling of cumming backstage; when I pump up, when I pose out in front of 5000 people I get the same feeling, so I am cumming day and night. It's terrific, right? So you know, I am in heaven."

Could literally do this today to someone at 200lb, even with nagging back injuries. How are you such a bitch you never did this to people in school or after ****ing around with friends? You can even see the guys movement probably assisted a bit he tried to stick his legs back for leverage and post but that didn't work, only assisted him on his way up.
You don't see it often, because it is relatively easy to stay away from/defend.
If you want to see something actually difficult, watch Rampage Jacksons powerbombs he'd do. Those are pretty ****ing impressive.

That's 100% weight on your neck holding you down, vs having complete leverage and a bend point in the OP throw.
