Is this a legal issue?

Lets say your dog runs onto the street, there is another lady walking her dog and her dog runs at your dog causing the lady to fall and get injured.

Can you get sued for this?

Does she have the money to pursue expensive litigation or can she find counsel willing to take it on contingency?

Do you have insurance they can go after who might offer a quick settlement?

your dog was in the street. burden of proof is on them to prove your dog "forced" their dog to run and that it otherwise wouldnt have moved if it saw your dog anyways.

of course being a woman and if the judge is a simp, youre basically fuked. i would get a female lawyer

no it is the person who had a loose dogs fault because they couldnt keep their dog contained unless they were in a no leash area or the city has no leash laws. If the city does have leash laws or it was in a general public area where it is not presumed to be a no leash zone then the person allowing their dog off the leash, that startled another dog who did its job to protect its master, is at fault.
