Put him on ignore. Don't respond to his posts. Don't quote him. Neg anyone who does.
The mods could also look into some vBulletin mods that are out there. IIRC, there is one mod to the software that allows you to target specific users a programmable/variable delay before every action. For example, you could target the turd with a 120 second delay before the forum software responds to anything he tries to do. In all ways, the forum will look normal and functional to him... but very very slow. After a few days of that, he'll just give up out of frustration, figuring the server is slow. This was one way to deal with turds like this guy. Of course, now that I've mentioned it, he'll be aware, but if a mod/admin wants to implement it, they can of course delete this part of the post so he's none the wiser. Be careful though... using that feature on random users for chits and giggles can cause huge problems on a forum, but if you target just 1 or 2 clowns that are universally disliked, it does work as a way to get rid of them without triggering their narcissistic injury reaction, since they'll just assume they are the ones who've decided to leave the "slow" site.
