Are they sending the tests somewhere else after?

Why arent they testing negatives too?Yes. Most recent article I read was that they are doing genetic testing on roughly 5% of all positive PCR tests.
If the negatives are showing positive in the delta test, then the test is bonk.

The PCR tests will be positive for any of them ( heck they can be positive for a lot of other stuff other than covid ).
It wouldn't make sense to test the negatives, there is nothing to test.
