Phones with parental controls

Niece in high school got busted sending pictures. Now her Mother wants me to find a phone that can only call or text her parents or me and that's all. No camera, no internet, no apps at all.

Any parents of retarded kids have anything like that?

Gabb Phone is the closest I could find so far, or maybe a generic Android with Kaspersky parental controls on it, but looking for suggestions for measlies.

And BTW a smartphone with a parental control is like a cigarette with a filter
