Ive never seen those lines but its pretty nuts how the protective coating on wires stops electricity. You can hold the line while its hot and youll be fine, but if you touch bare copper youll get shocked. Youll get hit hard if you become grounded and complete the circuit
Theres prob protective coating on the wire, may have gloves, the rubber on the tools will stop current, rubber feet on the ladder, rubber shoes, etc., etc.
But i still wouldnt do it unless i were trained
