Is lifting 3 days a week enough?
Let's say you lift 3 days a week only. On your off days you do cardio and some calisthenics. Is this enough to build muscle?

Yes.
Full body 3 times a week.
5 compounds + 2 iso’s per workout.
3 sets for compounds (1 set for deadlifts), 2 sets for iso’s.
Some cardio 2-3 times a week on off days.
It’s what I’m doing and I’m pretty jacked for a natty

It depends on how you do it.
You are asking about frequency but there are other important factors like intensity and volume.

Also your lifting experience/stage, age, gender, goal/purpose, and genetics.
No single program will work forever. Sooner or later you have to change it.
Trial and error, always keep trying to find a new plateau breaker.
Good luck.
