I don't understand the point of this.

As someone who lived there 6 years I can say a lot of these guys/girls from outside the USA get funded visas and obtain passports. Last guy I worked with was originally from Ghana as they usually are and had a family member who lived in South LA. He also did something up in Canada that I don't remember and also had gotten an education degree down in South Africa. The name doesn't surprise me. Right now virtually any foreigners remaining in China because of their educational reform last year are students on scholarships that China has given out like candy to people in Africa due to their current trade in that portion of the world. Any other foreigners who don't fit the student category are typically married or have some legitimate business.
