How can we help minorities at being better citizens?

By being better citizens i mean more educated, less violent, less prone to commiting crime, more prone to being responsible for their families.

Blacks and other minorities tend to fail at every and each of this criteria. I was thinking of some solutions and came down to this:
- Ban rap music
- Force kids from 5 to 18 to go through education up to year 12
- Introduce re-education camps for criminals
- Promote sports as an activity to stay healthy instead of a career, promote chit like engineering and other STEM fields as potential careers
- Put an electric belt and give shocks to anyone acting with violence to induce a non-violent behaivors


Maybe even introduce mormonism into minorities, it seems to keep people non-violent and well-behaved
