Kidnapper cites new democrat's law to police: illegal to chase me

So a homeless man took his gf hostage in a car chase and then warns police in a 911 call that due to the new democrats law passed in Washington, that it's illegal for police to chase him.

Law in question:
House Bill 1054, passed by Democrats, prohibits police from engaging in most vehicular pursuits unless there’s reasonable suspicion for a DUI, or probable cause that a violent crime or sex crime occurred. In this case, because police were called to a possible case of domestic violence, Washington law compels them to investigate. Additionally, suspicion of kidnapping and possession of a firearm could trigger approval for a chase.

But after speaking to multiple officers, there’s confusion as to whether or not the new law prevents them from pursuit, though all cops said they would have pursued based on the facts of the case. The SPD did not respond to requests to explain if officers were given approval to pursue, as required.

I was an officer in Memphis from '02-'16 and we had the same rule even back then, we could only chase a violent felony. But, kidnapping is a violent felony in most jurisdictions especially considering a violent felony almost always goes hand-in-hand with kidnapping i.e. rape/murder/agg assault.

For career criminals, there's never been a better time to be alive:

1. Cops can't legally chase you
2. Cops can't actually chase you because they burned through their fuel budget
3. If you're arrested, just claim you're transgender and threaten to sue for discrimination
4. Cashless bail, if by some stretch you actually do get arrested, you'll be back on the streets the same day
5. District Attorneys won't prosecute unless it's a homicide
