Welding shop.

Decent MIG and ACDC TIG machines can be had really cheap now. Get yourself some C25 and Argon, some grinders for cutoffs/flap disks, electrode and wire. You're well under 10k. Even mobile is an option with how inexpensive generators are now.

Plenty left over to build a table and tons of scrap to practice on, as well as some funds for cheap local marketing.
