The thing is, its a brand new bridge.

Also, none of this behavior is new to the bigger cities in California The car/drag/racing scene has been huge since the early 90's when everyone would drive around in low riders. If you lived in San Diego {Mira Mesa) in the early 2000's There was a HUGE ricer scene that was sparked due to the Fast and Furious movies that came out. but the police really cracked down on it.

Felt like I was watching a video of people in a third world country losing their chit after seeing and crossing a bridge for the first time. There's actually a 14 acre park being built under the bridge as phase two of the project. It'll be interesting to see how this plays out with homelessness in LA on the rise. I recently rode across the bridge on moto recently. Initially I wasn't impressed by the design, but I feel differently after experiencing it in person.

Well, all of that may be true, but this distance has been spanned by a bridge since 1932 (ie. this was a replacement bridge):
