Most of the irs is just people working in a call center. The actual higher ups who deal with corporations and the like are most likely political hacks.

They are a govt agency so to get the best jobs you basically have to kiss enough of the right asses.

All the people in the Taxpayer Advocate Service are decent.

Appeals, revenue officers and revenue agents are for the most part decent and just doing their jobs.

When you get up to District Counsel is where I have seen some legit *******s. Same goes for CID (criminal investigation division).
