Would you interview this candidate?
They had applied to my company Jan 2022, got an interview and ultimately turned down the offer my company made to them and went to go to a different company - it appears they no longer want to be at the company or got fired because this same applicant had applied AGAIN recently, and HR is now wanting to interview them.
I want to tell HR hell no because my company is basically sloppy seconds and this person will placed be on my team and I don't want no scrub.

Interview them and straight up call them out on the interview to ask them why they turned it down, why they are leaving their current job, and why they are interested in a position with your company again. Also, look at their work history to see if they have a habit of leaving companies all the time. Happy

Yep, check the work history. We had a guy like this at my old work. He had a bunch of experience at different places. Got hired, was a nice guy, everyone liked him, he did his job. One day he was gone. I tried to find out why as it seemed that everyone was stumped why he was fired without any warning a few months later. People leave companies all the time for various reasons. Maybe they took a chance on the other company only to find out they didn't like the culture. I'd take it as a good sign that they applied again. Stop gatekeeping by assuming, that's a good way to get taken out to the proverbial wood shed.

Worth the interview and you could ask them about their previous application/job and know 100% whether they're BSing you about being fired for job performance, etc or maybe they couldn't see a future at the other company for legit reasons and see a better one at yours.

Why wouldn't you interview them? Do you expect your company to be everybody's first and/or only option? It's completely reasonable for somebody to have multiple options when applying for a job.
