Former Navy Pilot Ryan Graves UFO encounter

When I see the footages of these alleged encounters, my spider senses always start working overtime. What are the chances some higher ups in the US government "create" these UFO stories to test out some theories on how easy it is to manipulate people into believing things? Too many questions but I'm open to my mind being changed.

He says that its $30000 an hour to fly the jets during training missions but nobody in the decision-making level wants to find out what these flying things are?
We have phones that can zoom in 100x and can take pictures of the moon so sharp it blows my mind (30x and 100x here):

We have one guy or a couple of guys out of the whole military who come out and speak about these weird things in the sky instead of thousands who saw them on the radar/flying/in the sky)?
