Why the hell do cities and towns wait 6 months to pave a street after its milled?

They're so quick to tear a street up and leave it like that for months, yet take forever to pave it. It's so annoying to have to slow down and swerve to avoid raised manhole covers, not to mention all the wear and tear on the tires.

Why do they do this? Is there some infrastructural reason a street has to sit torn up for a certain time before it can be paved? Or is there some budget project related timeline where they can't complete it too fast?

i preferred the timeline we were on where our tax dollars went to infrastructure

could be worse. They could have paved your street, it was really nice everything flat. Then they come BACK to tear up all the asphalt around the manhole covers sticking up and out. Then put cement around the manhole covers so now you have them sticking out and it looks like chit. Oh AND a side street to that street is also been tore up for a while now.
